Kipling Street Project - 2011

The 2011 phase of the Kipling Street Project resulted in the replacement of sanitary sewer pipes along Kipling between West 25th Avenue and West 29th Avenue. Unlike the 2010 phase of the Kipling Street project, this proved to be one of the most difficult and complex tasks ever undertaken by the District. The project's location, centered on one of Lakewood's major intersections with numerous commercial access points, was a major challenge in itself. The challenge was magnified by numerous complexities that arose during the course of construction, some anticipated and others not, causing the project to extend into mid-November. Several lanes of eastbound 26th Avenue needed to be closed to ensure driver safety next to a deep excavation in unstable soils. Delays were encountered when buried debris (including railroad ties) deflected boring equipment off-course and made its retrieval and redirection difficult. Telephone conduits encased in asbestos-concrete were damaged by caving soils and needed to be replaced with time-consuming methods to ensure worker protection. Heavy traffic conditions and the need to maintain business access created a constrained workspace and required crews to often work at night. In spite of best efforts to overcome these difficulties, the project and its resulting traffic disruptions lasted longer than anticipated.

The good news is that this project has allowed the District to complete improvements within the CDOT highway right-of-way for Kipling. Future planned projects in this area can now take place outside the CDOT right-of-way making progress less complex.
